The sliding scale is a phenomena that depicts the more known a person is the more their fans or admirers are willing to go outside their character to be in their presence.

For example, if you are a semi-pro apprentice a married woman might enjoy your guitar playing ability and may flirt with you, but she is not going to leave or husband or cheat on him with you.

Let's say you're an internationally known Rockstar, that same women might break character to fulfill a fantasy she has in her mind about you that nobody else knows about.

Another example would be that you might hate a particular celebrity, but if they were standing in line next to you at the coffee shop, you would be overwhelmed by their presence, ask for a picture and get an autograph.
